Yep, almost certainly so more or less. Both are made by the Polyform company (manufacturers of the "Sculpey" products).
In 2008 and for awhile afterward, Polyform/Sculpey started manufacturing even another line of clay called Studio by Sculpey (which was created for the "home decorating" market, and for classes given by the Donna Dewberry program--of one-stoke painter fame. Studio by Sculpey clay had different characteristics and even colors from any of their other lines of "Sculpey" clay.
They also created other products "for" the Studio by Sculpey clay and program like another line of liquid polymer clay (Bake and Bond) and a clear finish (Studio by Sculpey Gloss Glaze, which is actually a polyurethane** rather than their older thick/gloppy Sculpey Gloss Glaze).
The clay itself is now gone, but the other products remain.
The Bake and Bond is a bit thicker than TLS though since it's marketed more as a glue than for liquid clay's other uses, but you could always thin it down with a bit of Diluent (now renamed Sculpey Softener and Diluent) for those uses.
Or you could just buy the other liquid polymer clay still on the market which is much better than TLS anyway (clearer, etc), called Clear Kato Liquid Polyclay:
