I have an art fair coming up and i need to figure out how to make it look like there is water on the sides of the aquarium i am using. I have a small aquarium and i was going to paint it, but i want to make it look like i have real water in it without actually putting water in it.

get some glue with a brush so you can apply in over flat surfaces, make sure you find clear, the streaks caused by the brush will look like waves when it dries

You can purchase a "water making" kit from a store that sells supplies for modal making such as hobby train model supplies. It is sometimes found in craft supply stores in the floral department. I've used it and it works well. It is a pourable resin that is uncolored. To make a 'waterway" you need a hole to pour it into. The hole needs to be solid enough so the resin wont leak out. Make the whole in something like carvable styrofoam and line the hole with a layer of plaster. Plaster liners can be purchased at the same kind of hobby stores or at Michaels (in USA). Let the plaster dry. You can then paint the plaster blue or green depending on the type of body of water you are making. Fill with the resin and allow to cure/dry. It takes several days. The "water" will shrink slightly after about a year but you can pour more on top. I dont know what your project is but if you only need a tiny spot of "water" on something, just pour a little Delta Ceramcoat Gloss Varnish on a waterproof surface.

you might be able to find a window tinting package for car windows at pep boys or someplace. They may have a light blue color.

as aram said -glue, PVA would be the best as it dries clear :)
