if it is oil based modeling clay (plasticine or similar) it won't get hard. If you put it into an oven it will melt and burn. If you put it into a freezer it will be hard until it is thawed out again.

Google playdoh recipes for recipe which uses flour and water and salt to make a modeling substance which can be baked hard.

The simple fact is that sculptors almost never work in hard materials for making detailed small sculptures - "figures and mini statues" They make models in soft, never hardening modeling clay and then either make molds from them for hard castings - resin, plaster, or wax for lost wax metal casting - or the small model is used to scale up to a larger size by the artist or by professionals at casting and stone carving firms. Sculptors may work in soft ceramic clay which may be fired hard, but other than terracotta, this is fairly rare and not very small. Today, for someone who wanted a hard result, polymer clay would be a logical choice for working soft and ending with hard. Hard materials are used by craftsmen who are carving for their own satisfaction, sales or religion and may be (or have been when legal) ivory, soapstone, wood, granite, bone, horn, etc. Plaster can be used for both positive (adding material) and negative (carving away material) sculpting, including both in the same piece and there are plaster versions available such as Hydrocol that are much harder and better than ordinary plaster of paris, which tends to flake and requires thorough drying before carving.

Modeling clay never gets hard. To have a hard version you have to make a mold around it and then put plaster in the mold http://www.mikegigi.com/modeling.htm

Use plaster of paris. You can mold it roughly while it is fluid, or cast it. Then after it sets it's quite hard, but fairly easily worked with steel tools, and is capable of great detail, with care.
